What is the Community Advisory Committee (CAC)?
 
The Special Education Community Advisory Committee (CAC) is made up of parents/guardians, district personnel, agency representatives and other individuals concerned with the needs of individuals with disabilities.  The primary function of the CAC is to advise the district on Special Education programs and services.  The CAC monitors the needs of the Special Education population by utilizing information received from concerned parents/guardians, teachers, administrators, and community members.
 
The CAC is mandated by California Education Codes 56190 - 56194, which gives the CAC specific responsibilities.  These responsibilities include:
  • To advise the local Board of Education and its Special Education Division regarding the development, amendment, review, and implementation of the Local Plan for Special Education.
  • To recommend annual priorities to be addressed by the Local Plan for Special Education.
  • To assist in educating parents/guardians, students, staff, and community members regarding Special Education issues.
  • To assist in recruiting parents/guardians and other volunteers who may contribute to the implementation of the Local Plan for Special Education.
  • To support activities on behalf of individuals with exceptional needs.
  • To assist in parental awareness of the importance of regular school attendance.
  • To report to the local Board of Education at least once each school year on the activities of the CAC.
The mission of the Community Advisory Committee is:
  • To serve as a forum for parents/guardians, students, teachers, and community members to advise the district regarding Special Education programs and services.
  • To function as a liaison between the district’s Special Education Division and parents/guardians, students, and community members.
How often are the Community Advisory Committee meetings? CAC meetings occur once a month.
What time and where are the Community Advisory Committee Meetings held? CAC meetings are from 4:30 p.m. to 5:45 p.m. Meetings are held in-person in the Starrh Classroom located at the Kern High School District Office 5801 Sundale Ave. 93309 and streamed virtually via ZOOM.

The Special Education Parent Handbook was created by the Kern High School District Community Advisory Committee (CAC) to help parents understand more about the process of Special Education and their important role as a partner in education.
Surrogate Parent Opportunities
 

Our department is looking for community members who would be interested in serving as a Surrogate Parent. A Surrogate Parent is a person who is appointed to act in the interests of a student with a disability when that students parent/guardian is unable to make educational decisions. The Surrogate Parent is a part of the students Individualized Education Plan (IEP)Team and works with the school to plan the student's Special Education services. KHSD Parent Centers
 

KHSD School Site Parent & Family Centers are designed to provide KHSD Parent/Guardians with opportunities for parent education, school leadership, and volunteerism. Your KHSD Parent & Family Center creates collaborative opportunities between teachers, administrators, school personnel and community members to support students and their families. Your KHSD Parent & Family Centers are designed to provide parents and families with skills, support, and knowledge on an array of modules and topics:

  • Support and monitor their student’s academic success
  • Use technology to support student learning
  • Learn how to promote positive behaviors in the home and at school
  • Become an active volunteer/Parent Leader for KHSD
  • Learn how to navigate school, district, and community services and resources
