Measure K Accountability
FIXING AGING FACILITIES ~ BUILDING NEW SCHOOLS ~ EXPANDING CAREER TRAINING
A Citizens’ Oversight Committee will review and report on the expenditure of taxpayer money. This includes ensuring that:
- Bond funds are used only for the construction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities
- No bond funds are used for any teacher or administrative salaries or other school operating expenses
- An annual independent audit is performed
The committee will be made up of at least seven members and must include all of the following:
- One member who is active in a business organization representing the business community
- One member active in a senior citizen’s organization
- One member active in a bona fide taxpayer association
- A parent or guardian of a child enrolled in the district
- A parent of guardian of a child enrolled in the district and active in a parent-teacher organization
The committee will review copies of the annual audit, inspect school facilities, and review efforts by the school to maximize bond revenues by implementing cost-saving measures.
In 2004, voters approved a total of $219 million dollars in General Obligation Bonds on Measure N. Each audit confirmed that all funds were spent as promised. This funded the construction of two new high schools: Independence High School and Mira Monte High School. It also funded the modernization of Shafter High School, Arvin High School, East Bakersfield High School, as well as the expansion of Career Technical Education Programs at several KHSD sites.
