Citizens' Oversight Committee (Measure E)
In November 2022, Kern County voters approved the Kern High School District’s Measure E, a $160 million general obligation school construction bond. District trustees proposed Measure E in order to fund new construction, modernization efforts at existing district schools, expansion of career and technical education.
Measure E was presented to voters through the State's Proposition 39 program under which a measure is passed with 55% voter approval. Measure E passed with a 56% voter approval.
State law requires the formation of a Citizens Oversight Committee to ensure that bond funds are properly used. Current members include:

- Jason Higbee - Parent/Parent-Teacher Organization
- Shannon Hixson- Representing Parent/Parent-Teacher Organization
- Jack DiGiacomo - Representing Community Member
- Jeffrey Travis - Representing Business Organization
- Lydia Villa- Representing Parent/Parent-Teacher Organization
