Kern Workforce 2000 Academy (W2A) is a year round single-track alternative education charter school form by Kern High School District (KHSD) in partnership with Kern High Faculty Association to serve high school dropouts in Kern County. W2A provides students with an educational program equivalent to that offered at the KHSD comprehensive sites. High school students who have dropped out of school in Kern County or who live in Kern County and want to earn a high school diploma by attending late afternoon, evening and Saturday classes enroll in W2A. W2A partnership operates on the campuses of six KHSD sites. W2A serves a diverse student population that includes teen parents, students who support their families, student who need to get away from rivalry gang members, students who demonstrate anti-social behavior, students who are limited English proficient, students who are homeless, students who have had poor attendance for simply students who want a small evening high school and learning environment.
Through this partnership, W2A contracts with the KHSD for services calculated on an Average Daily Attendance (ADA) cost. The contract services include business services, teachers, counselors, clerical support, textbooks, instructional materials, equipment, and general program supervision. Specifically, the contract for services provide W2A certificated staff and students full access and use of the instructional resources, (classrooms, curriculum, textbooks, library/media resources, computers, computer hardware and software) used by the staff of sites housing W2A
In terms of personnel, all of W2A certificated and classified, paraprofessional, staffs are contracted employees of KHSD. They work regular contracted hours as teachers and classified employees in KHSD. They are selected through personnel procedures to work extended hours, part time, in the charter program on as needed bases.

Kern Workforce 2000 Academy (W2A) provides parents/guardians opportunities to become active participants through the various activities at school. Opportunities exist for parents to participate in student orientation session, site council meetings, special events and simply visiting the classrooms where instruction is taking place.

W2A provides students instruction on six comprehensive school sites. At each site W2A operates in partnership with the safety plan for that site and is therefore committed to supporting the school’s and district discipline policy of KHSD. Student attendance, providing for students’ safety and maintaining safety for students and staff is a major priority. The W2A administrative staff, at each site, works with the school site staff in yearly plan revision so staff can focus on the goal of students’ academic achievement with courses if study aligned with state content and performance standards. Support services are provided students to facilitate their academic, personal and career/vocational success.
Students attend a clean, secure and orderly campus that is conducive to positive learning. The staff works cooperatively with community agencies in the promotion of a safe campus. School support staff, counselors, dean, campus security personnel are very visible on campus to facilitate students compliance with school rules and regulations. Parents and community members are encourage to be proactive in their efforts to assist the school in maintaining a safe campus.

W2A programs and activities promote a positive learning environment for staff and students. Remedial and tutorial classes are in place to provide needed support for students in need.

IV. Since W2A operates its programs and activities on six of KHSD comprehensive schools and all of KHSD schools are maintained exceptionally well by the district Maintenance and Operation Department, the campuses are clean and safe.

V. Academic Data Standardized Testing and Reporting (STAR) Through the California Standardized Testing and Reporting (STAR) program, students in grades 2 through 11 are tested annually in various subject areas. Currently, the STAR program includes California Standards Tests (CST) and a norm-referenced test (NRT). The CST tests English-language arts and mathematics in grades 2 through 11, science in grades 5, 9, 10, and 11, and history-social science in grades 8, 10, and 11. Prior to 2005, the NRT tested reading/language arts and mathematics in grades 2 through 11, spelling in grades 2 through 8, and science in grades 9 through 11. Beginning in 2005, the NRT tests reading/language arts, spelling, and mathematics in grades 3 and 7 only, and no longer tests science in any grade. California Standards Tests (CST) The California Standards Tests (CST) show how well students are doing in relation to the state content standards. Student scores are reported as performance levels. The five performance levels are Advanced (exceeds state standards), Proficient (meets state standards), Basic (approaching state standards), Below Basic (below state standards), and Far Below Basic (well below state standards). Students scoring at the Proficient or Advanced level meet state standards in that content area. Students with significant cognitive disabilities who are unable to take the CST are tested using the California Alternate Performance Assessment (CAPA).
