Graphic Arts Students Place 2nd overall in the California State Fair Industrial and Technology Education Competition

Josh Whinery and Andrew Folsom, Regional Occupational Center (ROC) students, captured top honors and were two of 42 ROC graphic arts students to receive awards at this year’s California State Fair. The ROC Graphic Arts program placed second overall in the Industrial and Technology Education Competition.

Whinery and Folsoms’ weekly pet adoption television program earned “First Place” in the Video/ Movie division and Outstanding Project in the New Media category. Their project, along with those of the other 44 ROC students who received awards, will be on display at the State Fair until Sept. 7th.  Whinery and Folsom were responsible for creating a weekly television program of animals that are available for adoption at the SPCA.  The students used state of the art technology to produce broadcast quality video.

ROC students submitted 67 projects to the California State Fair and competed with more than 700 other submitters from around the state, reported ROC Graphic Arts Program coordinator Daniel Binsfeld. “Having Whinery and Folsom take top honors at such a prestigious competition demonstrates that our internships with industry provide our students the workplace skills that employers are looking for.  It reaffirms that the work we do at the ROC is helpful in providing local industry with skilled workers. ” said Binsfeld.

The ROC Graphic Arts course is articulated with Bakersfield College. Software programs employed include Adobe Photoshop, Illustrator, and InDesign; Corel Draw; and Microsoft FrontPage, Word, Excel and PowerPoint.


Best of Show and Outstanding Project awards were worth $100 each. First place recipients received $50 and second place $25. A complete list of ROC student winners, many of whom graduated from the KHSD in June, follows.

Enrollment Info

All incoming high school juniors, seniors, and persons 16 years of age and older are eligible to enroll in ROC programs. Most programs are accessible for individuals with disabilities. Enrollment priority is given to high school juniors and seniors.

High School Student Enrollment - Students must be 16 years of age and must enroll through their high school counselor. All courses earn high school graduation credit.

Adult Enrollment - Adults interested in classes should call the Regional Occupational Center for an appointment to speak with a counselor. Classes not filled to capacity by juniors and seniors are open to adults. Counselors will refer to waiting lists and will contact interested adults when openings occur. Adults are accepted into classes on a first-come basis. Adults need to be present and on time to their first class as the classes fill rapidly.
