The Kern High School District
Board of Trustees received a report from Dr. Donald Carter, Superintendent, Kern
High School District at Stockdale High School on January 13, 2005. After a
review of the Boundary Committee process by the Committee co-chairs,
Dr. Carter presented an analysis of the plan for the Board's consideration.
The Board heard public comment on the plan at the January 13th meeting.
The Board approved the plan at the March 7, 2005 regular board meeting.

for the Opening of Frontier High School, Fall, 2006
Background
The new boundary was put
together with the knowledge that two more high schools, one on the eastside of
town, one in the southwest, are planned for 2008 and that the high school
population in the areas served by Centennial, Frontier, Liberty, North, &
Stockdale will continue to grow. The approved boundary leaves
more students in Centennial, North, and Stockdale than in Liberty and Frontier
since a boundary plan for the schools opening in 2008 can more easily take
students from Centennial, North, and Stockdale than from Liberty and Frontier.
The March, 2005 boundary is an acknowledgement that relieving overcrowding at Liberty and/or at
Frontier through additional boundary changes in 2008 would be extremely
difficult and disruptive. In an environment of unprecedented development in the
Bakersfield area, the plan approved in March, 2005 takes a very conservative approach in moving
students between schools; no students are moved between existing schools, all
areas moved from an existing school are moved to Frontier High. The new
boundaries make no changes to the eastern portions of Centennial and North. Eastside
schools are currently overcrowded; additionally, the eastern portions of
Centennial and North may be considered by a future committee for change when
space becomes available with the planned opening of
an eastside school in 2008.

The
portion of Rio-Bravo Greeley that now goes to Stockdale moves to Frontier High.
The southern, eastern, & northern boundaries of Stockdale are otherwise
unchanged.
Rio-Bravo Greeley students
not in the Shafter High attendance area are now in the Frontier High
attendance area.

The northern boundary of
Liberty High follows the
Rosedale Middle School/Freedom Middle School boundary and Rosedale
Highway . The area north of this
line moves to Frontier High. The southern, western, & eastern boundaries of
Liberty are not changed.
Students attending Freedom
Middle School are in the Frontier High attendance area.

The boundary
between North High and Frontier High is Calloway. All other North High
boundaries to the south, to the east, to the north, and to the west above
Petrol Road are unchanged.

The western boundary of
Centennial follows along the Rosedale/Fruitvale elementary district boundary
moving Rosedale students east of Verdugo into Frontier High. This also puts
a section of Norris east of Verdugo and south of Olive Drive into Frontier
High. The rest of Centennial’s existing boundaries, northern, southern, and
eastern are not changed.

proposed for any Kern High School District School other than those outlined
here.
Please note that two additional
high schools are planned for fall, 2008.
When these schools are open, the boundaries for a number of schools in the
district will change.

Which high schools have boundary changes?
The new boundaries
affect current elementary and junior high school students and affect
Centennial, North, Liberty and Stockdale High Schools.
Frontier
High's boundary has been created from areas currently going to these schools. New
schools are opened with incoming 9th and incoming 10th grade students.
There are no 11th or 12th grade classes at a school during its first year.
11th and 12th grade students within the boundary of a newly opened school attend
the schools that previously served that area. The boundary changes for the

What was the Boundary Committee asked to do?
The Superintendent's charge to
the School Advisory Boundary Committee was to utilize the Board-adopted guidelines
and criteria to develop a proposal for adjusting the current high school
attendance boundaries within the metropolitan Bakersfield area to accomplish the
following:

Enroll Frontier High School
to near its maximum capacity by Fall 2008.

Reduce enrollments at North
High, Centennial High, Liberty High, and Stockdale High to near their
maximum capacities by Fall 2008.

Avoid boundary changes to
other high schools.

Provide any recommendations
for the process of implementing the new attendance boundaries and the
opening of Frontier High School.

Submit the proposal no later
than Wednesday, January 19, 2005 to the Superintendent for his consideration
and submission to the Board of Trustees for action.
